I've never heard of it before, but you got my curiosity pretty tweaked up, so I hopped over to Google and did some digging.

Turns out that the other Phantom is actually referred to quite a bit as "the other Phantom". It was written by Maury Yeston and Arthur Kopit. The project was completed but mostly got shelved when producers were reluctant to support it after news that the Andrew Lloyd Webber musical was coming to America. It was made into an NBC miniseries, after which it was performed on stage in 1991.

Since this is a "book musical" (not meaning based on a book, but rather a musical scribed in a combination of sheet music for the songs and a book for the acting/dialogue scenes) I assume the musical won't be quite so operatic as Lloyd Webber's version. I haven't heard the Yeston/Kopit version, though, so I can't really compare. I do plan on checking it out, however.
