I think it probably helps that he was the son of the previous King.

And he isn't an American citizen. He's a Thai citizen, and Thai law doesn't allow dual citizenship, even for the king. He might be entitled to American citizenship, but he couldn't claim it without loosing Thai citizenship, which (I imagine) would be awkward.
