The Rogue's Cowl

I like to raid the pool closest to Teralt on level 9 and I got 3 Rogue's Cowls so far along with 2 Assassins Robes and a Knight's Suit. I was wondering, "Is there is a greater chance of getting the Rogue's Cowl than the other Items of Specialness?"
