POA / Perils of Akuma - stuck early in the game!

I've mapped out the basic area as well as tried to map out the arboretum.

I'm utterly clueless as to what I should be doing next. So far, I've got: Leather Briefcase, Employment Papers, I.D. Card, Passcard (CQ60537), Supply Room Card, Crowbar, Light Tube, Fire Extinguisher, ISO Officer's Cap, Nickel, Pet Snacks, Washcloth, Plastic Cup, Round Pot, Small Mirror and Cactus.

I gave that bratty boy a toy gun and he wants something better. I'm unable to help Caroline with the cat Delphine who is in the kitchen. I gave Jonas Fisher the shard and his card back, for which I have a nickel.
Please give some guidance!
