Not a problem. Think about how much time elapses between III and IV... at least 17-20 years or so, right? And for all that time, the little droid was in service on the same ship, presumably, where he probably had no use for said boosters.

Isn't it quite possible that they were removed? I mean, we are talking about a *droid* here.
