Hmm. You must be mistaken. Pools never give key-like items. The proper authorization and pass gem were both found in rooms guarded by lots of monsters.
Thoroughly explore level 4. You might want to level up your assassin quite a bit before doing so, though. Anyway, you will find what you need to get into the town on that level. It's tucked away pretty deep and guarded heavily, but it's there, trust me.
