Have you tried doing a little trading? Read the business card and note the names. If you don't have the option to trade, then check a location from very early in the game. There's an item lying around that will help you in the long run.
The better weapon is nearby -- but I think you need to be assigned a new task before you can get hold of it.
And you will have to go back into the mines -- and you'll have to explore them thoroughly.
