I thought that the difference was that fatwa is against individuals rather than against entire civilisations. Salman Rushdie, IIRC, was subject to a fatwa for The Satanic Verses. Which was a good way to make sure a dull and meaningless that would have otherwise escaped notice stayed on the bestseller lists for months.
