You're quite correct. My eyes are pretty bad without my contacts, but even with them, I still can't read the entire 20/40 line. After I fail that, they make me take this other test in a machine, which makes them believe that my eyesight is about 20/100. It's really about 20/45, but they don't have enough of the size lines, so they don't know that. It's stupid.
