The lids to the pipes that contain water meters are set in the ground usually near the edge of the road. They are about 8" in diameter, dark rusty colored metal and say WATER METER on the top. (wintermute: I'll show you when you come to Louisville)

They are miniature versions of manholes. Do you have manholes? If not, how do workers get into the storm/sanitary sewer system? Or, if you don't have a sewer system, what happens to rainwater and human waste products?
