Can someone help me with that brat in POA for spiffy?

Can someone help me find out how to open the machine for a spiffy plz? Or how to talk to Verna cuz she keeps ignoring me when I knock on her door and those are the only things I really think I should do now cuz other then that Im lost in the game. i have access to the HEEP thingy mabooper but I cant find out anything about the controls, I know about the Hallucinagentic pills, and I only have 2 rubber tube one from supply area and from OSM tube.
