First, you didn't say if the spell was successful. Monsters are stupid, and they kinda attack at random. They don't know if they've been silenced, and they sometimes cast spells that "unravel" and do no damage.
Second, it's possible that one of the dragons wasn't successfully silenced. Spells aren't always successful, even if your caster is really wise.
Third, it's possible that a dragon from a different group cast the spell, because that group wasn't silenced. It's not uncommon to have more than one class of the same type of monster.
Fourth, you may have mistaken fire breath for a spell, especially if you read it really quickly.
