Murkon - casting spells

Just curious. I'm exploring level 8 and my wizard cast "Quiet" on 3 fire dragons. There were about 6 monster groups and as we were fighting I saw my wizard silence the dragons and then the dragons cast a spell. Why would they cast a spell right after I "Quieted" them???? It doesn't make sense to me cause I always wanted my wizard to cast a spell before I got hurt..I'm just puzzled and appreciate anyone's input.
