Say what you will, but the droids did comic relief the way SW comic relief is SUPPOSED to be done in this movie. They were off doing their own thing, and their hijinks were only tangentally related to the main plot. Contrast this with Jar Jar, who was butting his stupid face into every damn scene in Episode I and bringing "comic relief" to scenes that didn't need it. He was too tightly interwoven with the main characters to properly provide comic relief. The droids have always been at their best when they're by themselves, with either R2 trying to accomplish something and 3PO fretting about how he's not supposed to be doing this or with 3PO getting into random wacky situations and R2 pulling him out of it.
