How do I build the shield?

I have the shield, as well as the required amount of peryolitium and nanoxite, but I can't find the place to build it. I think I need access to the HEEC, but I can't get in. Every time I try, the forewoman says I can't enter. She won't give me permission either, saying I need a contract with the ISO (even though I'm wearing an ISO uniform). Also, I read that the janitor can help me get the wrench, but all he does is laugh. Help!
