Yes, it has everything to do with having been a Rogue in a previous life. That Druid will gain only one HP per level-up till he's at a level aboot twice as high as he was as a Rogue. He'll only gain real HP when he's at the level-appropriate number for his class.
When I made my super-strong party of one of each class, the Druid had the fewest HP and the most SP. The Rogue had by far the most HP, but only because chests on level 10 are worth so much experience that he was like 50 levels ahead of the rest of my party.
