You didn't go all around level 4. Level 4 is quite linear, and you can go through it all in order. Also, pools give you random items from three levels down. They don't give you keys.

You'll find him. Keep looking. You have the benefit of having fewer levels to search than when I was looking for the Bronze Key.

You can cast it and see, but it's essentially the most powerful light spell.
