You need a sword, but it's not the Sword of Voltar that you're after yet. I think it's just lying in plain sight in some location you apparently haven't visited yet.

...And now I've confirmed this by looking at your saved game file. Yeah, there's a whole section of about a dozen different locations that you've never been to yet. Are you making a map of the area as you go? That would help with finding areas like this that you're missing.

There are two ways to the section of the game you haven't been to yet. One is to go to the northeast side of the volcano and go south. Another is to go to the hut (near where you start the game) and go east a couple of times.
