I don't know anything about the artist's politics - this is the first Non Sequitur strip I've seen - but my first guess is that be bear represents people like Ted Kaczynski, Timothy McVeigh, Eric Rudolph, and (for a case in the news just recently) Demetrius "Van" Crocker.
