That's a tricky decision. Part of it depends on how well he tends to perform in battle. If he's got the Short Sword or the Flail, does he tend to kill opponents with a single attack, or does he only wound them and requires a second round to finish them off? If so, the 15% critical damage of the Flamberge may be important, because at least then you've got a chance at wiping them out in the first round.

On the other hand, if you can kill monsters right off purely from hit point damage, the critical hit probably isn't important.

The difference between the Short Sword and the Flail is pretty much a pure issue of comparing numbers. Does WC 7 Speed 11 do more or less damage than WC 9 Speed 10? Try using each for a little while and make a mental note of the kind of hit point numbers you see happening, then just use whichever one yields the most damage. My guess is that the Short Sword will win, but it's just a guess.
