Like you (I guess), once I decided to shuffle and duplicate existing letters I was *so sure* that was the right way I spent longer on this than any other so far (excluding 26, which is my current sticking point.)

Sam's clue should be all the nudge you need and you'll agree with him that the right answer is much more satisfying.
