20->21 is, in my opinion, flawed. I finally got it just by blindly trying a whole bunch of variations. A clue about the flaw is that one letter isn't classified as I think it should be.

I finished last night. It goes up to 30. 13->14 and 20->21 were the only clues I had logistical problems with. 13->14 was the only really stupid step, because it doesn't involve expressing the next number in the manner that the previous number is expressed. And 20->21 seems to be, to my mind, "incorrect."

But the rest of the steps were really fun challenges.
