The article was a little unclear, but it seems like the cops were hired by a private company to stand guard during their off hours. That doesn't seem out of the ordinary at all.

If I had a private event, I could absolutely hire off-duty police officers to work security. It's pretty common. Would that mean the local police take orders from the Stephen Group?
