Just off the top of my head, we would need to pay salaries of officials who hunt them down, round them, process them, feed them, and transport them.

There would have to be at least one collection point in each state, or possibly just a couple in New England. Some states would require collection points in a number of locations. Think about California, for example.

Transportation would be a nightmare, requiring fleets of buses in most states. Some of the buses would have to be rented for a short period of time, but many more would be needed for weeks or months. Anytime you have thousands of people confined to a small area, there will be accidents, illnesses, and altercations, so medical personel and security personel would be needed throughout the system.

Buildings would have to be rented and utilities paid.

But I suppose if we are going to have a Berlin-type wall, we might as well have interment camps like the ones we had during WWII for Jampanese-Americans. We could also have a Bataan-type death march, and an all-new Trail-of-Tears.

Or if we are lucky, maybe history won't repeat itself this time.
