POA: Stuck in Alley with only 5 items! Help!

My inventory list includes...5 rubber tubes, knife, crowbar, bazooka, knife and rock. I tried all options such as throw rock in north alley, south alley and up roof of building and listen for footsteps but nothing! Help me where to go? need more items? Thanks in advance!
