I repeat what Gharlane said: you need to do 2 things in Larosis
before you get the picture. Which means until you do them,
there is no POINT to even try to cause a diversion. Get yourself
cleaned up (the lake at home is the easiest way to do so) and go
back to Larosis. Teleport so you're nice and clean.

1) Isn't it odd that the game keeps giving you the option to sell
Marion a certain item - even AFTER she says no? Persistence is
key.

2) You know, even if you succeed in taking that picture, they'll
still notice the big empty hole on the wall. It'd really help if you
had another portrait to swap in its place.

As for getting into the kitchen:

- You can tie a rope to a battlement in the middle of the west
wall and throw it over. The guards are too clueless to notice it
just hanging there.
- You can wade out into the moat by the west wall.
- Coincidentally, the kitchen window? In the middle of the west
wall. :)
