I can't agree with that first part. In hunting, it is always the shooter who is responsible. You don't shoot until you are sure there is nobody in the way. The VP is supposed to be an experienced hunter, and should be charged with HWS. (Hunting While Stupid) It was a dumb, careless, stupid mistake. The victim was not at fault.

Since there is no such crime as HWS on the books, it should be treated as an accident.

And I don't feel sorry for all those talking heads who were scooped by a small town newspaper.

Maybe it's time for the VP to hang up his shotgun. Hunting is not a good sport for a man with a history of heart trouble. At sometime in life, our kids will come around and take away our driver's license and car keys. Maybe they should pick up the hunting license and shotgun as well.
