Here's yet another reason to be glad that I don't live in California. Here in Colorado, and for that matter, every other place I've lived, flashing headlights in the daytime is always a courtesy warning of something. It's usually a speed trap, although it can occasionally mean a deer on the road. It serves a much needed function, because in most parts of the West, distances are so vast that the faster you go, the better, and speeding is considered almost a Constitutional right.
