I've nearly completed one of the secret mission objectives. I've got a bite, but I can't retrieve the bait. What should I do?

I'm carrying: Blue Paint, Chalk, Glue Stick, Photos of Fashion Show, Wrench, Bottle, Coin, Kid, Scalpel, Bottle Cap, Cup of Tea, Lighter, Soldering Iron, Cart, Disk with Virus, Mirror, Syringe, Chain, Eraser, Perma-Tie, Wire
