I assume you mean a blue pool, as the green ones are plentiful. Nope, not every level has a blue pool.

As for that last party, I think the only thing to do is go hunt for it. I will say, though, that lots of times parties that teleport away wind up in those rooms full of teleporters that you go through in the beginning of the level, so you might check there if you don't find them anywhere else.
