It protects you from elemental cold attacks from monsters that either cast cold damage spells or breath frost on you. If you have a heater shield equipped it will increase that character's resistance to such attacks. It's essentially the same type of thing as "anti-cold" equipment, only heavier. It slows you down, but it's more effective. There is also a Cooler Shield that does the same thing against heat-based attacks.
