POA - HEEC and peryolitium (spoilers)

I'm in the later stages of the game. I have all four nanoxite stones but am missing the last peryolitium shard. I know I'm supposed to find it near the river in the mine, but I don't know how to get across.
I also have to get into HEEC, but I don't know how.
Also, I'm short one rubber tube. I believe the ones I've gotten are from CQ6, the OSM Tube, and a crate somewhere. I need help finding the fourth.
