The "Sequel" part is because some of it takes place after TOA, and the "Of" part is because the word "Of" is the "O" part of all the "OA" games (GOA(T)-Game of the Ages, POA-Perils of Akumos, TOA-Trail of Anguish).

The game's acronym will really be "SS", which is where the S comes from, but neither word is "sequel". The -OAT ending is just a joke, which started with Sam calling GotA "GOAT" and which was succeeded by switching around the letters in two other titles ("POAT" from TPoA, "OAT" from ToA). So this is the first -OAT game where the "OAT" doesn't come from the actual title.
