No, you don't need the jug of acid, and you can't get it in your current game. Certain key-use items are only available for choosing certain classes/professors, and you already have an item which will serve the same purpose the acid would have.
To get to the overpass, take a careful look at the Elkland map. Note the location of the two major streets that the highway crosses over (the highway's that pair of sloping lines on the east side, if there's any confusion there). In the game, take a look around those areas.
