Some levels are divided into more than one section, and you can't get from one to the other without going through another level. You'll have to find a different way of getting to the level, if you want to visit it all.
All the levels have the same physical size and are directly above each other, so map them out on paper (or a spreadsheet, I guess) and see how much you're really missing. Generally, to access a level you travel straight up or down from the next level over, so once you find the part of the level you've been missing, you should be able to figure out how to get there.
