I have wondered that myself. The phrase
"It takes one to know one" comes to mind.

Although even that doesn't ring true all the time. For instance, I met a fellow tourist in Hawaii once who was mistaken for a native there, by other natives. She said that back home in California, people often spoke Spanish to her, thinking she was Mexican/Hispanic, although she was actually of Japanese descent. I guess she just had a nice sort of "multicultural" look about her, or something.
