The 17 turns you get after setting the first bomb *include* the turns in which you activate the other five bombs, so you really have to do it with only 12 move options.

Here's a hint if you need to find a quicker path: one of the parking lots in particular is a bit further removed from the central area of the college. It takes too much time to travel all the way out there and then get back to the central area -- so by planning to *end* the route there, you can at least not to worry about a return trip. That would probably save you two or three moves from what you're trying now.

If you're still a few moves too late, check each of the legs of the trip again. There's one section in particular, between two parking lots, that gets a lot of people: the route between them that *looks* the most direct on the in-game map (taking three moves) is in fact slower than going around a certain building on the other side (and taking only two moves). Remember that the map that matters is your own map (draw one out if you don't have one yet) which shows all the connections between locations.

It turns out you *do* have to the bombs in a specific order, but only because there's only one possible route that gets you through all the parking lots in 12 turns (plus 5 more for activations).
