The list is a personal reference. Make it mean whatever is most useful to you.

The way I interpret for myself is neither of what you said, although closer to the second one. I use the "need to watch again" choice for when my first viewing, whether a long time ago or yesterday, wasn't really enough of a viewing to come up with a concrete study or evaluation. Some classics play badly after one viewing but beautifully successively. Others I just saw when I was too tired or out of it. *shrug*
