TOA...help can't locate the overpass!!!

Could someone assist me please I've tried getting to the pass by the junk yard and i've tried by the open trench by the dorm and lastly ive tried by the health office but to no avail i can't find the entrance to the overpass....Also i did what the other posts read and that was to observe. So please could someone shove me in the right direction or tell me what im doing wrong.
