> Each scenario has its own set of Budge cards, in equal number to the Challenges in the scenario. Budge cards have game-mechanics effects, but also serve to recreate some of the goofiness of the movie. A list of ideas for Budge cards follows:

I think you should have a set of Budge cards that do nothing but change the status of the Scoreboard. That will get rid of some of the "timer" effects and add a little more luck into the game, but still allow for a little consistancy.
