Well, going in your optic that a country is a living, unchanging entity, maybe they learned a lesson.

Or maybe the people who were in powers in, say, 1940 aren't there anymore, and we're dealing with their kids or granchildrens.

Same with France. I'm sure they were glad for the help back then. They probably just got tired of having it rubbed in their face.

Oooooor, god forbid, they have an opinion and they're sticking by it. The war against Iraq isn't a popular one outside the US ; Most democratic governement leaders want to keep their jobs.
