"HE has refused his Assent to Laws, the most wholesome and necessary for the public Good."

Those were the passages pointed out to me. Notice the Laws of Nature and Nature's God portions. Probably all this stuff can be attributed to Locke, too. Heck if I know; I haven't read much original Locke, and I don't know French yet. I'll tell you in twenty years. :)
