We go once a year to a town called San Felipe. We camp out on a beach about ten or fifteen miles south. It's very nice and very relaxing, and they don't charge a whole lot of rent to camp on the beach. Honestly, I've never been to any other part of Mexico. Everyone around here goes to Tijuana (TJ) a lot, but I've never been. I don't think you'd like it there. I don't speak much spanish either, but either way the prices for things are usually posted. For small shops, and for people walking around on the streets trying to sell you things, it's common practice to barter with them, but I'm really bad at that and just give them what they ask. In dollars.
