I thought so too at first (and also from the way it happened in the book, in fact), but seeing the actual scene in the movie I got a different sense of why Eomer did this. It seemed as though he was about half convinced they were goodguys, or at least neutral, but what really made him give them horses was seeing how upset they were to realise their friends were dead (as it seemed at the time).

I had a very strong impression that Eomer felt embarrassed and guilty about it, and grasped at the first thing he could think of to make up for it. I could almost see him thinking "Oh man. They're all upset. I killed their little friends and they're going to cry or something. Wow, I'm such an jerk."

OK, so this wasn't a *good* reason for Eomer to trust them and give them horses and let them go, but at least it was *a* reason. Hehee.
