Sixteen in most states. But there have always been exceptions like a "hardship license" that can be used to drive to school and back. Lately, the driver's license laws have been modified to make them much more complicated. In Tennessee, you can still get a driver's license at 16, but you can't carry passengers who are under 21 unless a parent is on board. At 18, those restrictions are dropped.

Kids in Tennessee can lose their driver's license for dropping out of school. I am not making this up. You can lose your license at any age if you drive off from a gas station without paying for your gas. We also have strict drunk driving laws which are rarely enforced as written.

There is no special license to allow you to drive a motor scooter at 14. When you get to be sixteen, you can drive a motor scooter if you have a motorCYCLE license which costs double. Tennessee does not recognize the existence of motor scooters or mopeds.

Some states will let you ride a motorbike or scooter at 14 if it has less than five horsepower. Other states consider mopeds or scooters with less than 50 cc engines to be ridden without any license at all. Such vehicles are considered to be the same as a bicycle. I understand that people who lose their license for DUI can ride a 49 cc Honda, even while drunk. (!!!)
