Possibly. As far as I know, the Hebrew alphabet is derived from the same Phoenician origin as the Greek; in which latter language Theta and Tau have always been different sounds. Theta in modern Greek is the same sound as the English unvoiced th, and in ancient (pre-Byzantine) Greek it is assumed to have been an aspirated t. (sorry for using Greek to discuss Phoenician script, but I know next to nothing about the actual language for which it was originally made) Now, since none of the two t-letters were thrown away when the alphabet was adapted for Hebrew, I would assume the sounds were distinct.
