Because, to put it frankly, Netscrape sucks for design purposes.
There's so much more you can do with IE, and so much more dynamically, than with Netscape. Absolute positioning works like it's supposed to in IE. You can actually remove table borders. CSS is just more expansive in IE than in NS. Overall, Netscape is practical, yes, but for people like me who like to be able to have a design look as it was coded, IE is just a better fit.
As for Outlook as opposed to NS, I suppose I'm just used to it.
I know the programs are buggy, and annoyingly so, but it's a sacrifice I'm willing to make.
