That other father sounds like a jerk. But that's besides the point. If you have the time, I'd go to the magistrate. Maybe I've just watched a little too much Judge Judy, but small claims court will settle the claim and, more importantly, let the other father know just how silly he sounds. I'd also wager that the judge (and I've been before more than I care to repeat) will scare the skateboard wielder out of any such future action. Judges, every one I've encountered, are intimidating.
