POA: Stuck on Izacladia base

I'm stuck trying to get into the vault in the ISO base. I have taken care of all three guards, am wearing the uniform, and I think I've looked everywhere in the base for the vualt key. (Of course, if I really HAD looked everywhere I would have found it.) Can someone tell me what I am missing?

Here is my inventory:

ISO Accident Report
Dragon Key
ISO Energy Pulse Gun
Rock
Scrap of Paper
Crowbar
Bazooka
Tranquilizer Spray
Izacladia Access Card
Knife
Military Uniform
