This is correct. People without cars, or even without driver's licenses, can get the handicapped placards to hang from the rearview mirrors of whatever car they're riding in so they don't have to walk far. This can be anything from a blind person to an eight-year-old with a broken leg (assumedly, he'd have to turn it back in when his leg healed).
